1. (a) The applicant does not meet the requirements set forth in Section 1447.
2. (b) Information is received by the board which, after investigation, indicates that the applicant may have violated a provision of the laws governing the practice of nursing, Chapter 6 (commencing with Section 2700) of Division 2 of the Code, excluding Section 2762.
3. (c) The applicant is diverting controlled substances for sale.
4. (d) The committee determines that the applicant will not substantially benefit from participation in the program or that the applicant's participation in the program creates too great a risk to the public health, safety or welfare.

The committee may deny an applicant admission to the program for any of the following reasons:
