Cal. Code Regs. tit. 15, § 8901 – Correctional Training and Rehabilitation Board.

(a) The CTRB, in the exercise of its duties, has all the powers and can do all the things which the board of directors of a private corporation would do, except as specifically limited by Penal Code 2808.
(b) The CTRB must meet four times during each fiscal year, or more as deemed necessary by the call of the chairperson or the majority of the CTRB.
1. (1) Six members of the CTRB, including the chairperson, or their designee, must constitute a quorum.
(c) The CTRB must hold public hearings pursuant to Penal Code 2808(h) and (i) regarding the establishment, expansion, diminishment, or discontinuance of industrial, agricultural and services enterprises under CALCTRA's jurisdiction.
(d) A Director is appointed or contracted by the CTRB to serve as the Chief Executive Officer of the CALCTRA.
(e) Board members are required to file a Statement of Economic Interests pursuant to the CALCTRA Conflict-of-interest Code, CCR, Title 15, Section 8199.
