1. (a) Suspend the release of an outpatient who is under the jurisdiction of the Narcotic Addict Evaluation Authority and cause him to be retaken and returned to the California Rehabilitation Center or branch thereof;
2. (b) Adopt rules and regulations according to which an outpatient may be retaken into custody and returned to the California Rehabilitation Center or branch thereof.
