1. (a) Evidence. All noncumulative evidence relevant to the violation charges and the disposition is admissible, including hearsay.
2. (b) Standard of Proof. A preponderance of evidence is sufficient for a finding of good cause at a return hearing.

The hearings are administrative proceedings. Therefore, courtroom standards for evidence and proof do not strictly apply.
