1. (a) Construct juvenile facilities in counties without such facilities on January 1, 1987.
2. (b) Construct facilities for youth with special problems.
3. (c) Alleviate overcrowding where the number of minors detained during calendar year 1987 or 1988 exceeded maximum population limits.
4. (d) Eliminate health, fire and life safety deficiencies.
