1. (a) The public may be permitted to attend displays of incarcerated person-made articles provided:

   1. (1) Facility security shall not be jeopardized.
   2. (2) Adequate facilities and staff are available to control against unauthorized visiting and introduction of contraband.
   3. (3) The activity does not interfere with the normal facility operation.
