1. (a) As used in this article, an incarcerated publication means any journal, magazine, bulletin, newsletter, newspaper, or other material published by incarcerated persons.
2. (b) incarcerated persons may participate in the publication and distribution of an incarcerated publication only with the institution head's specific approval.
