Cal. Code Regs. tit. 15, § 3131
Each warden or head of a correctional institution shall prepare and maintain a plan of operation for the sending and receiving of mail for all incarcerated persons housed in the institution. The mail procedures shall conform to departmental policies, regulations and relevant provisions of law, and shall apply to all incarcerated persons of the institution. Correctional staff shall promptly inform each newly received incarcerated persons of all department regulations and local procedures governing incarcerated person mail.
