1. (a) Each incarcerated person shall be provided state clothing and linen pursuant to this section. Each item issued shall remain state property for which the incarcerated person shall be accountable. State items shall be recalled and exchanged as directed by the institution head.

2. (b) Incarcerated persons shall possess only those items of state clothing and linen issued to them. Below are the standard incarcerated person issues:

   1. (1) Each incarcerated person shall be issued:

      1. (A) Work shoes, one pair.
      2. (B) Sheets, two.
      3. (C) Pillow case, one.
      4. (D) Towels, two.
      5. (E) Blankets, two.
      6. (F) The distinctive, protective and/or extra clothing required by the climate and/or the incarcerated person's job assignment.

   2. (2) In addition to the items in (1) above, each male incarcerated person shall be issued:

      1. (A) Jeans, blue denim, three pair.
      2. (B) Shirts, blue chambray, three.
      3. (C) Undershirts, white, four.
      4. (D) Socks, six pair.
      5. (E) Undershorts, white, four pair.
      6. (F) Jacket, blue denim, one.
      7. (G) Belt, web, one.

   3. (3) In addition to the items in (1) above, each female incarcerated person shall be issued:

      1. (A) Blouses/T-shirts, three.
      2. (B) Slacks, three pair.
      3. (C) Bras, three each six months.
      4. (D) Dress, muumuu, robe or duster; one.
      5. (E) Coat, one.
      6. (F) Panties, five pair each six months.
      7. (G) Nightgown, one.
      8. (H) Socks, six pair.
      9. (I) Pregnant incarcerated persons shall be issued one additional, larger pair of shoes.
3. (c) Transgender, non-binary, and intersex incarcerated persons as identified and documented in SOMS within the department, shall be allowed to possess the state-issued clothing that corresponds to their gender identity in lieu of the state-issued clothing that corresponds to their assigned sex at birth.
4. (d) Incarcerated persons shall possess only those items of personal clothing specifically authorized by the institution head and acquired pursuant to these regulations.
5. (e) During interdepartmental transportation, male incarcerated persons shall wear a red, one-piece outer garment and female incarcerated persons shall wear an orange, two-piece outer garment; and all shall wear state-issued shoes, socks, and underclothes; and may possess one handkerchief.
6. (f) Incarcerated persons transported for appearance in court shall wear clean state-issued clothing, unless otherwise ordered by the court.
