1. (a) access, upon request by the youth, to licensed attorneys and their authorized representatives;
2. (b) provision for confidential consultation with attorneys; and,
3. (c) unlimited postage free, legal correspondence and cost-free telephone access as appropriate.

The facility administrator shall develop written procedures to ensure the right of youth to have access to the courts and legal services. Such access shall include:
