1. (a) Pursuant to Welfare and Institutions Code Section 208.3, minors may not be placed in room confinement for disciplinary purposes.

2. (b) Permitted forms of discipline include:

   1. (1) temporary loss of privileges; and,
   2. (2) loss of privileges mandated by applicable regulations.
3. (c) Access to visitation and recreation shall be restricted only after a second level review by a supervisor or manager and shall not extend beyond five days without subsequent review.

4. (d) Prohibited forms of discipline include:

   1. (1) discipline that does not fit the violation;
   2. (2) corporal punishment;
   3. (3) discipline imposed by incarcerated persons;
   4. (4) placement in safety cells, sobering cells, or any other cell not specifically designated for the detention of minors;
   5. (5) deprivation of food; and,
   6. (6) room confinement.

Nothing in this regulation shall prevent the administrator from removing a detained minor from the general population or program for reasons of the minor's mental or physical health; or under any circumstances in which the safety of the minor, incarcerated adults, staff, the program or community is endangered, pending a disciplinary action or review. With the exceptions noted below, the provisions of Sections 1080-1084 shall apply when a minor is involved in disciplinary actions.
