1. (a) The facility administrator of a Type II or III facility shall develop written policies and procedures for a minimum of 10 hours of out of cell time distributed over a period of seven days to include:

   1. (1) an opportunity for three hours of exercise. and

   2. (2) an opportunity for seven hours of recreation.

      Policies shall include reasonable and necessary procedures to ensure safety and security.

2. (b) The facility administrator of a Type I facility shall make table games, television, or both, available to incarcerated people.
