1. (a) Requests for fund payments shall include such supporting documentation as may be required by the Board and, in the event of deficiencies in the request, the county shall be notified by the Board of the deficiencies.

2. (b) Fund payments shall be processed by the Board subject to the following conditions:

   1. (1) Fund payments shall be made no more often than once every 30 days during the construction of the facility.
   2. (2) No payments will be made until the county has complied with all applicable state requirements.
