1. (a) The Board may grant a variance from any Board requirement contained herein for good and sufficient reason. Such a variance may be granted by the Board only upon the written application therefore and documentation thereof. The request for a variance shall contain the following:

   1. (1) Name and address of requestor.
   2. (2) The specific requirement for which a variance is being requested.
   3. (3) The supporting reasons for a variance request.
2. (b) A copy of the variance request shall be sent to the Board by the requestor. The staff shall summarize the issues involved and cause the matter to be placed on a Board meeting agenda in an expeditious manner. The requestor will be given an opportunity to be heard by the Board for the purpose of presenting oral argument in support of its request for a variance.
