1. (a) Establishing minimum standards for selection and training of adult corrections officers, juvenile corrections officers, and probation officers, and
2. (b) Allocating available funds to local correctional institutions, local juvenile institutions, and local probation departments of a county or city which formally agrees to adhere to the standards and requirements established by the Board.
