1. (a) An operator shall be required to file a new application with CalRecycle in accordance with the requirements of this Chapter when any of the following conditions occur:

   1. (1) A change in the location of the certified used oil collection center;
   2. (2) A change in the operator of the certified used oil collection center; or
   3. (3) Expiration of the certificate pursuant to Section 18650.8 of this Article.
2. (b) Because a certificate is not transferrable (see Section 18650.9 of this Article, an application for initial certification must be submitted whenever there is a change in the location or operator of a certified used oil collection center.
3. (c) An application for initial certification or recertification shall be submitted at least fourteen (14) calendar days prior to any of the events listed in (a) above to avoid any loss of incentive payments.
