1. (a) The board shall assume the duties of the EA upon occurrence of any of the following circumstances:

   1. (1) Upon agreement of the board and local governing body and designation of the board in the manner provided by law; or
   2. (2) Upon withdrawal of a designation where no new designation is made and approved.
2. (b) Whenever the board assumes the duties of an EA, it shall so notify the appropriate local governing body within 10 days of its assumption of the duties.
