1. (a) The registration permit provisions of this Article shall apply only to solid waste facilities as specified in the minimum standards set forth in Chapters 3, 3.1, or 3.2 of Division 7 of this Title.
2. (b) A registration permit shall be deemed to incorporate by reference, as terms and conditions of the permit, all minimum standards applicable to it, as set forth in Chapters 3, 3.1, or 3.2, of Division 7.

3. (c) Sections 18104.1 through 18104.9 establish the requirements for a registration permit as follows:
