1. (a) If the applicant determines that the property owner is responsible for the illegal waste disposal, the property owner may appeal the decision to the governing body with jurisdiction over the applicant.
2. (b) The property owner shall submit an appeal to the governing body within fifteen (15) days of receipt of determination of responsibility.
3. (c) The appeal shall describe the factual basis for the appeal and shall include all relevant documentation.
4. (d) The governing body shall determine whether or not to overturn the applicant decision within forty-five (45) days of receipt.
