(H) Excessive odor, dust and feathers shall refer to the presence of these materials which:

1. (a) Are associated with design, layout and management of agricultural operations; and
2. (b) disseminate widely from the property; and
3. (c) cause detrimental effects on the public health or well-being of the majority of the surrounding population as determined by the Enforcement Agency or the Department.
