1. (a) A jurisdiction shall adopt an ordinance or other enforceable requirement that requires compliance with the following provisions of the California Green Building Standards Code, California Code of Regulations, Title 24, Part 11 as amended July 1, 2019 and effective January 1, 2020:

   1. (1) Section 4.410.2 Recycling by Occupants Residential and Section 5.410.1 Recycling by Occupants Non-residential.
   2. (2) For organic waste commingled with construction and demolition debris, Section 4.408.1 Construction Waste Management Residential and Section 5.408.1 Construction Waste Management non-residential.
2. (b) For the purposes of this section “jurisdiction” means a city, a county, or a city and county.
