4. (d) Acquisition, sale, or other transfer to prevent encroachment of development into flood plains.
5. (e) Acquisition, sale, or other transfer to preserve historical resources.
6. (f) Acquisition, sale, or other transfer to preserve open space or lands for park purposes.
