Prior to the public hearing provided in Section 13630, the executive director shall post a summary of the port master plan and the issues presented by such plan to the commission's website. Such report may also contain an initial recommendation as to whether the master plan should be certified in whole or in part or rejected in whole or in part in its form as submitted.
