1. (a) If the designated local official determines not to grant an administrative permit based on a properly filed application under this article, the designated local official shall promptly mail written notice to this effect to the applicant with an explanation of the reasons for this determination.
2. (b) If the designated local official makes the determination specified under (a), the applicant may proceed to file an application for a regular permit pursuant to the provisions of Public Resources Code Section 30600.5.
