Any permittee who believes that the permit issued does not correctly embody the action of the commission shall immediately so inform the executive director in writing, with supporting facts and documentation. Any such questions that cannot be resolved by consultation between the permittee and the executive director shall promptly be referred by the executive director to the commission for decision.
