1. (a) If the project described in an application for a material amendment to an administrative permit would constitute a minor repair or improvement, the application shall be made in the same form as an application for an administrative permit as required by Section 10610.
2. (b) If the project described in an application for a material amendment to an administrative permit would not constitute a minor repair or improvement, the application shall be made in the same form as an application for a major permit as required by Section 10310.
