1. (a) The Executive Director shall decide whether a proposed amendment to a Commission permit is a material or a nonmaterial amendment.
2. (b) A nonmaterial amendment is an amendment that will not materially alter the project authorized by the Commission permit, such as but not limited to an amendment that qualifies under Sections 10601 or 10602 as a minor repair or improvement and that will not result in any reduction of public benefits.
3. (c) All other amendments are material.
