1. (a) If the Executive Director believes that an application for an administrative permit is complete and properly qualifies for processing as an administrative permit application under Section 10601, he or she shall file the application and notify the applicant of that fact.
2. (b) If the Executive Director believes that an application for an administrative permit is not complete or does not properly qualify for processing as an administrative permit application under Section 10601, he or she shall notify the applicant of the determination with an explanation within thirty (30) days of receiving the application.
