1. (a) The Executive Director shall prepare a recommendation for presentation at the meeting at which the Commission will vote on an application.
2. (b) The Executive Director's recommendation shall be in the form of a proposed Commission resolution that complies with Section 10501 if it recommends approval or that complies with Section 10502 if it recommends denial.
3. (c) In either case, the Executive Director shall also prepare and present at the meeting at which the Commission will vote on an application a summary of all significant environmental points raised during the process of reviewing the application and a staff response to each of those points.
