1. (a) At least ten (10) days prior to the initial public hearing, the Executive Director shall notify each applicant and all persons to whom the Executive Director must mail an application summary of the date of the hearing and the general procedure of the Commission concerning hearings and actions on applications.
2. (b) Notice to an applicant's representative as designated on the completed permit application form shall constitute notice to the applicant.
