1. (a) The local government shall notify in writing the following entities of a pending application for a marsh development authorization:

   1. (1) the California Department of Fish and Game, Region III;
   2. (2) the State Lands Commission;
   3. (3) the Solano County Mosquito Abatement District;
   4. (4) the Suisun Resource Conservation District;
   5. (5) the San Francisco Bay Regional Water Quality Control Board;
   6. (6) all owners of adjacent property; and
   7. (7) all persons and organizations who have requested such notice in writing.
2. (b) The local government shall mail such notice at least ten (10) days prior to the date of any public hearing.
