1. (a) a stream of water labelled as a slough on the U.S. Geological Survey maps current as of September 1, 1968; or
2. (b) any other stream of water that passes through a tidal marsh or mudflat or a former tidal marsh or mudflat extending up to the shoreline, except those certain waterways covered by the provisions of subdivision (e) of Government Code Section 66610 and those waterways enumerated in Section 10121(b).
