Cal. Code Regs. tit. 14, § 8200.1 – Definitions.

(a) “Division” means the State of California, Department of Parks and Recreation, Division of Boating and Waterways.
(b) “Operator” means the person on board who is steering the vessel while underway.
(c) “California Boater Card” means a vessel operator card pursuant to the requirements of Harbors and Navigation Code sections 678.
