Cal. Code Regs. tit. 14, § 42000 – Applicability and Scope.

(a) This chapter shall be known as the California Ocean Protection Council Proposition 4 Coastal and Ocean Resilience Grant Program. These regulations apply to Grants funded by the Council from Proposition 4, otherwise known as Senate Bill 867 (Allen 2024), The Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024.

1. New division 21 (chapter 1), chapter 1 (articles 1-4), article 1 (sections 42000-42001) and section filed 12-22-2025 as an emergency; operative 12-22-2025 (Register 2025, No. 52). This filing is a deemed emergency and shall remain in effect until repealed or revised by the council pursuant to Public Resources Code section 90135(e). A Certificate of Compliance must be transmitted to OAL by 6-22-2026 or emergency language will be repealed by operation of law on the following day.
