1. (a) All certified dropoff or collection programs shall meet the following requirements:

   1. (1) Operate and maintain records in accordance with the category of certification as approved by the Division and defined in these regulations.
   2. (2) In order to remain certified, a dropoff or collection program must collect or accept a minimum of 500 pounds of aluminum or plastic beverage containers, or 2,000 pounds of glass beverage containers every year after becoming certified.
