1. (a) The date of any sale or transfer of material shall be deemed to be the date of delivery to the person receiving it.
2. (b) Reports, complaints, notices and other information submitted to the Division shall be deemed to be submitted on the date of the postmark or the date received by the Division, whichever is earlier.
