1. (a) The Director of the Department shall create an Annual Assessment Roll as of July 1 of each year. The assessment roll shall be comprised of the name of each operator, a billing address, the number of chargeable wells as identified by the provisions of Section 1933.1(e) of this subchapter, and the amount charged.
2. (b) On or before July 1, the Director shall transmit the roll to the State Controller, together with a certification stating that appeals have (or have not) been adjudicated and the assessment roll contains the true and correct amounts to be assessed to each operator.
3. (c) The Director shall keep on file and have available for public inspection during regular office hours, a listing of the chargeable wells by operator.
