1. (a) Approval to recover all casing possible will be given in the plugging and abandonment of wells where subsurface plugging can be done to the satisfaction of the district deputy.
2. (b) The hole shall be full of fluid prior to the detonation of any explosives in the hole. Such explosives shall be utilized only by a licensed handler with the required permits.
