1. (a) Whenever the landowner submits a Project Completion Report;
2. (b) Whenever a participant requests to change the terms or conditions of a cost sharing agreement;
3. (c) Before disbursing any cost sharing payments or requesting any refunds upon termination or amendment of agreements, or bringing legal action for violation of any agreement.
