1. (a) The Board of Supervisors of each applicant county must submit a statement of fire protection need to the local Ranger-in-Charge that will include at least a map that delineates the area to be protected.
2. (b) All contracts that include engine company response will make provisions for 24-hour emergency command center operations.

When considering potential cooperative fire protection contracts under Sections 4143-4144, PRC, the Director will be guided by the policy and procedure set forth below.
