1. (a) certified by an Equipment Development Center of the United States Forest Service as having met the performance standards set forth in 14 CAC 1241 when tested using the procedures contained in SAE Recommended Practice J335(b) as required by 14 CAC 1241.1; and
2. (b) the operator of said Mse. maintains the exhaust system thereof so that it will at all times meet or exceed the minimum performance standards set forth in 14 CAC 1241.

Exhaust systems of Mse. operated or caused to be operated at any location in California on lands covered wholly or in part, by forest, brush, grass or any combination of such vegetation, will be only deemed to comply with the provisions of PRC 4443 if they are:
