1. (a) At least twenty (20) days prior to the hearing, the Board shall give public notice as follows:

   1. (1) Mailing or delivering by personal service the notice to the petitioner;
   2. (2) Mailing or delivering by personal service the notice to the Director;
   3. (3) Mailing the notice to any Person who requests notice of the petition or hearing; and
   4. (4) Mailing the notice to the Board's regular mailing list.

2. (b) The Notice of the hearing shall include:

   1. (1) The name of the petitioner;
   2. (2) A statement describing the basis for the action;
   3. (3) The amount of the administrative penalty petitioned; and
   4. (4) The date, time, and location of the hearing.

If the Board or committee of the Board holds a hearing on the matter, the following shall apply:
