1. (a) Logging Roads are needed for access to the area to be harvested.
2. (b) It is explained and justified in the Plan where construction of these facilities in this area will result in better protection of scenic values or provide better Erosion Control in the conduct of the Timber Operation.

The construction of Logging Roads, Tractor Roads, or Landings within 100 feet of the edge of the traveled surface of a Public Road is prohibited except where:
