1. (a) State that the Director is seeking an Emergency determination by the Board pursuant to PRC § 4555.
2. (b) Outline the substantial question concerning intent of the Act that is not currently provided for by the Rules.
3. (c) Identify any particular Rule or Rules which may be in question with respect to the intent of the Act.
4. (d) Identify any other provisions of law which apply to the Director's decision to delay.

If the Director determines that a substantial question concerning the intent of the Act is not currently provided for by the Rules of the Board, and that approval of a Plan which has been filed could result in immediate, significant and long-term harm to the natural resources of the State, the Director shall within 5 days after making such determination, notify the Board and the Person who submitted the Plan in writing of his or her determination.
