The speed limit for vehicles operating on any San Joaquin River Conservancy unit is 15 miles per hour, unless otherwise posted pursuant to section 25015.03 of this chapter. No person shall operate any vehicle, motor vehicle, off-highway vehicle, or bicycle negligently or willfully in such a manner as to pursue, harass, endanger, or injure any person or animal or cause nuisance or damage.
