No person shall operate an off-highway vehicle on any unit or portion thereon. This section does not apply to the use of off-highway vehicles by the San Joaquin River Conservancy or its employees, agents, grantees, contractors, permittees, and licensees for the purposes of operations and maintenance of any unit, or law enforcement and emergency response vehicles.
