1. (a) Unless found to conflict with regulations of this subchapter, and to the extent that they govern the transportation or transfer of oil, the following regulations promulgated by the United States Coast Guard are incorporated by reference:

   1. (1) 33 Code of Federal Regulations (CFR) Part 151, Vessels Carrying Oil, Noxious Liquid Substances, Garbage, Municipal or Commercial Waste, and Ballast Water.
   2. (2) 33 CFR Part 154, Facilities Transferring Oil or Hazardous Material in Bulk.
   3. (3) 33 CFR Part 155, Oil or Hazardous Material Pollution Prevention Regulations for Vessels.
   4. (4) 33 CFR Part 156, Oil and Hazardous Material Transfer Operations.
   5. (5) 46 CFR Part 34, Firefighting Equipment.
