(a) Any person who knowingly, intentionally, or negligently violates any provision of this subchapter may be subject to criminal, civil, and/or administrative civil actions as prescribed in Government Code sections 8670.57 through 8670.69.6. Actions which constitute a violation of this subchapter include, but are not limited to, the following:
