1. (a) Yellowfin gobies, except that yellowfin gobies may be sold as bait only in those areas within the Valley District described in subsection 4.20(d)(1), (2), (and (3) of these regulations.
2. (b) Tilapia, except that tilapia may be sold as bait only in that area of the Colorado River District bounded by Highway 111 on the north and east and Highway 86 on the west and south.
3. (c) Salamanders.

The following species are prohibited for the purpose of commercial bait sales:
