Plan Amendment.

(a) The following actions shall first require amendment of a Fishery Management Plan (FMP):
1. (1) change to a management objective;
2. (2) change of species in the management plan;
3. (3) change in the definition of an overfished stock as defined in the FMP;
4. (4) amendment to any procedure required by the FMP; and
5. (5) revision to any management measure which is fixed in the FMP.
